Scientists say NASA's newest Mars rover has found signs that a stream once flowed across the surface near the site where it landed.

Curiosity, a roving chemistry laboratory the size of a small car, touched down on Aug. 6 inside a giant impact basin near the planet's equator. The primary target for the two-year mission is a three-mile (five-km) -high mound of layered rock rising from the floor of Gale Crater.

Scientists suspect the mound, known as Mount Sharp, is the remains of sediment that once completely filled the crater. Analysis of a slab of rock located between the crater's north rim and the base of Mount Sharp indicate a fast-moving stream of water once flowed there.

Images taken by Curiosity and released on Thursday show rounded stones cemented into the rock, which rises like a piece of jack-hammered sidewalk from the planet's surface.

The stones inside the rock are too big to have been moved by wind, Curiosity scientist?Rebecca Williams, with the Planetary Science Institute in?Tucson,?Arizona, told reporters on a conference call.

"The consensus of the science team is that these are water-transported gravel in a vigorous stream," she said.

The rock is believed to be from the floor of an ancient stream which was once between ankle- and knee-deep.

The analysis is based on telephoto images taken by the rover, which is en route to a patch of land named Glenelg where three different types of rock intersect.

Scientists have not yet decided if the slab of rock warrants a chemical analysis, or if there are better targets for Curiosity to look for the building blocks of life and the minerals to preserve it.

"The question about habitability goes beyond the simple observation of water on Mars," said lead scientist John Grotzinger at the?California Institute of Technology.

"Certainly flowing water is a place where microorganisms could have lived. This particular kind of rock may or may not be a good place to preserve those components that we associate with a habitable environment," he said.

The $2.5 billion?Mars Science Laboratory Curiosity mission?is NASA's first astrobiology mission since the 1970s-era Viking probes.

Microsoft pushes for 20,000 more H-1B visas

Software major has 6,000 jobs vacant due to shortage of skilled workers

New Delhi, Sept. 29:?

Microsoft has urged the US Government to issue 20,000 additional H-1B visas to foreign workers with skills in science, technology, engineering and mathematics (STEM).

In addition, it wants US Congress to allocate 20,000 green cards for workers with these skills.

The software giant has proposed that the companies that use the H-1B visas from this supplementary pool should pay $10,000 for each employee who gets the visa, while green card approval will entail a fee of $15,000.

Brad Smith, Microsoft's General Counsel and Executive Vice-President, Legal & Corporate Affairs, has proposed this plan as a long-term strategy wherein the money generated by issuing the additional visas can be utilised to fund higher education for Americans.

According to Microsoft, this approach could raise up to $500 million a year ? or $5 billion over a decade ? that the federal government can distribute to states where STEM education investments are needed.

?Our nation faces the paradox of a crisis in unemployment at the same time that many companies cannot fill the jobs they have to offer. In addition to the short-term consequences for businesses and individuals, we risk these jobs migrating from the US, creating even bigger challenges for our long-term competitiveness and economic growth,? Smith said in his post.

Companies across the information technology sector are creating new jobs in the US faster than they can fill them. Microsoft has 6,000 jobs vacant, an increase of 15 per cent over the last year, due to shortage of STEM-skilled professionals. While the overall unemployment rate hovers around 8 per cent, unemployment in computer-related occupations has fallen to 3.4 per cent.

US visa has become the bane of Indian IT companies. In March the US Citizenship and Immigration Services announced an increase in the application fee of H1-B visas.

In June, the Immigration authority announced that it had reached the cap on Congressionally mandated 65,000 H-1B work visas, the most sought after by Indian professionals.

Iraqi officials say jailbreak assisted from inside

BAGHDAD (AP) ? Iraqi officials said Saturday that a jailbreak where al-Qaida-linked militants escaped death row had help from inside, further tarnishing state authority and raising new concerns over corruption.

A day after the escape in Tikrit, Saddam Hussein's hometown 130 kilometers (80 miles) north of Baghdad, scores of prisoners are still at large.

The Interior Ministry said there had been "clear collusion" between some guards and inmates in the Tasfirat prison. Weapons were brought in during family visits, and wardens left locks inside the facility open.

"The cells were not searched for a long period, which indicates more deliberate negligence that led to this incident," the ministry said in a statement released late Friday.

The escape occurred after a riot and firefight that left 20 dead, including 16 inmates and four guards, the statement said. After taking over a large part of the prison, rioters used other inmates as human shields in order to make their way out, it added. Of a total 303 prisoners, 102 escaped, including 47 al-Qaida-linked inmates awaiting execution. Some 23 were recaptured.

On Saturday, state television announced a reward for information leading to the arrest of the fugitives, and a curfew remained in force until the afternoon. Salahuddin provincial spokesman Mohammed al-Assi said "security forces have intensified efforts to hunt down those still on the run."

He refused to say how much the reward is for.

The incident generated sharp criticism for Iraqi security forces, who have been unable to stabilize the country almost a year after the withdrawal of U.S. troops. Several smaller escapes and attempted jailbreaks have already deeply embarrassed the government, which is eager to demonstrate it can run its justice and detention systems.

The Interior Ministry statement also said that Maj. Gen. Abdul-Karim al-Khazraji, the police chief of Salahuddin province where the jailbreak occurred, was fired.

Iraq has a poor track record of keeping inmates behind bars.

The Tikrit prison itself was moved to a different location after 16 prisoners, including five al-Qaida-linked inmates awaiting execution, made their escape after prying open the bars on a prison bathroom window with a pipe wrench in September 2009.

At the time, the entire prison staff and the provincial prison official were detained for questioning. Six of the escaped inmates were later captured.

And in southern city of Basra, a dozen detainees held on terrorism charges broke out of a prison in 2010, disguised in police uniforms. And last year, al-Qaida smuggled weapons and grenades into a prison in Mosul, supposedly one of the country's most secure detention centers, and attempted an ultimately unsuccessful jailbreak that left 17 dead.

In July 2011, detainees linked to al-Qaida escaped at least twice from a Baghdad area prison known as Camp Cropper shortly after the U.S. handed it over to Iraqi authorities.

Authorities earlier reported 12 people dead and 32 wounded in Friday's break in Tikrit.

House lawmaker blocks $450M in US aid for Egypt

WASHINGTON (AP) ? The head of a House panel that oversees foreign aid is blocking $450 million in U.S. assistance to Egypt.

Republican Rep. Kay Granger of Texas said in a statement Friday that the State Department notified Congress of plans to transfer the money to the new government of President Mohammed Morsi. Granger says she isn't convinced of the urgent need for the aid and is putting a hold on the funds.

Granger is chairwoman of the Appropriations subcommittee on foreign operations.

Ties between the United States and Egypt have been strained, especially after demonstrators breached the U.S. Embassy in Cairo two weeks ago to protest an anti-Islam video. President Barack Obama also candidly said the two countries are neither enemies nor allies.

The State Department had no immediate comment.

Romney says he'll spend less time fundraising

DENVER (AP) ? Mitt Romney says he's going to spend less time raising money and more time with voters.

The Republican presidential nominee says President Barack Obama's decision in 2008 to bypass traditional spending limits has forced him to spend more time courting donors than he'd like.

The election is less than seven weeks away and some Republicans are worried Romney's campaign is moving in the wrong direction.

Romney discussed his strategy with reporters Sunday evening while traveling from Los Angeles to Denver. He says "the fundraising season is probably a little quieter going forward."

Romney spent much of his weekend raising money in California. He launches a more aggressive campaign schedule in key states with a stop in Colorado Sunday night.

The Galaxy is back in the Major Soccer League playoffs, though you wouldn't have known it from the way the team marked the win that sent it there.

With Saturday's win the Galaxy jumped over Seattle and is tied with Real Salt Lake for second in the Western Conference standings, a point ahead of the Sounders, with four matches left. Only the top two teams get home-field advantage in the conference semifinals ? and should the Galaxy fall to fourth, it would have to win a one-match play-in game just to get to the semifinals.

"We don't have the luxury of admiring anything we're doing or thinking we're great. Because we're still far away from where we want to be," captain Landon Donovan said. "There's a lot going on with seeding. There's a lot going on with our conference that could matter in the end. So we've got to keep winning games.

"Right now our mentality is good, our attitude is good. We're confident. And we've just got to go on the field and perform. It's really as simple as that."

Simple also sums up Saturday's win, the Galaxy's season-best fourth in a row and one that extended its unbeaten streak to six games, also a season high.

Playing without David Beckham, who missed his second consecutive game with what's being called a left ankle sprain, the Galaxy jumped to a 3-0 lead after 36 minutes on two goals from Brazilian midfielder Juninho and another from Irish striker Robbie Keane.

Juninho's first came on a free kick from the edge of the penalty area while the second, a right-footed blast into the top left corner from more than 30 yards out, was his sixth goal in as many games. Keane's first-half score ? the first of two goals ? came three minutes later on a close-range chip over Toronto keeper Freddy Hall.

That proved to be more than enough offense even after Galaxy keeper Josh Saunders' shutout streak was snapped at 351 minutes when Toronto's Terry Dunfield scored on a header late in the first half.

Toronto briefly made it close at 3-2 when Luis Silva knocked home an Eric Avila cross at the far post in the 86th minute. But Keane added another goal, his team-high 14th of the season, in stoppage time.

"We're moving forward as a team," said Coach Bruce Arena who, like Donovan, was focused on the future and not the past. "The team's getting better. Having said that, I think we all understand there's a lot of soccer left to be played this season."
